Mathematical Models
Before any air or ground operations take place, a set of travelways and intersections will be defined according to FAA regulations and local preferences. The travelways will provide a well-organized set of paths for all comingled operations including entry and exit points, and interaction points between air and ground vehicles. The travelways will be semi-permanent in developed areas with the ability to make updates when certain paths are not available or new paths are needed. In undeveloped areas, ad-hoc travelways can be defined at the time of need to support activities.
Complete Set of Services
The FAA concept of operation anticipates significant, comingled operation of business cases that make use of the new class of air vehicles. It does not provide details on how traffic will be organized and managed or how the federated system will be accomplished.
Other Features
Attributes such as travel speed ranges and headways will be included so that they will be available for the flight and ground controls of individual vehicles.
Logical Rules
The rules will include things like separation distances between travelways in opposing directions, establishing rights-of-way at intersections, and expected practices when detect-and-avoid situations present.
Media
A combination of wide-area network and short-range wireless media is expected to deliver information to vehicles prior to operations and during operations if needed. Vehicles will be expected to accomplish fully automated operation once they are provisioned with travelway information and a mission plan. Only updates will be needed while enroute.
Organization
A common organization will be needed to assure a uniform and ubiquitous implementation on a wide scale so that all users have an opportunity for a uniform experience with equitable access. The organization will support itself by becoming a marketplace for platforms & infrastructure, consulting services, serving as a broker of information - standards and practices, operations - takeoff landing airport fees, small fee from every mission - like gas tax.
